[tips] grade worse than F?

I applaud British Columbia's Simon Fraser U. for this move. I also think that when a FD is averaged in, it should be averaged as a 0 rather than a 60 as it is in some (many?) places. In America, we have the equivalent in the military: Dishonorable Discharge.
