I update almost daily (apt-get update && apt-get upgrade). The problem went away a while ago. Maybe about two weeks ago. I should be more active in updating issues I submit. Unfortunately, it appears upstart-job has still not been patched upstream for 10.04.2, and the patch needed to be updated (just line number changes).
