In my case it fails to make the new boot entry with an error: "error: efibootmgr failed to register the boot entry: Input/output error." Due to this failure, system becomes unbootable since there is no boot entry in efivar. I have to then manually boot system with efi_no_storage_paranoia kernel parameter in order for grub to successfully install. There is already available patch form the main grub repository to fix grub-install to not re-create efi boot entry if one already exists.
