There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. This issue only started recently (in June 2013) for me. Previous to that it was working properly when it connected or showing a message saying an online account needs you attention when it wasn't connected. Now it appears connected but doesn't show any contacts (even with offline contacts set to visible). This also happens with me..No online contacts. In fact, the whole integration with online accounts seems to be very disjointed. I can never tell of an account is connected or not. Every time I start my computer I get the An online account needs your attention message but when I open online accounts I do not see anything available. Not sure what is happening.
