I also have this problem, and thought it started occuring at about 2.6.20-13. It definitely didn't happen when I first installed Feisty Beta. And yet when I boot with (still-installed) kernel 2.6.20-12 generic (package: linux-image-2.6.20-12-generic), it fails to shutdown. I'm new to Ubuntu (Fedora expat), but perhaps it's not a kernel issue? Confirmed for Asus A3N based laptop, 1.7GHz Pentium M, i855GM, 512MB RAM. System halts as if the power button has been held down. Using latest 2.6.20-14 feisty kernel (Linux tux 2.6.20-14-generic #2 SMP Mon Apr 2 20:37:49 UTC 2007 i686 GNU/Linux). I've had this problem since Breezy on my Fujitsu-Siemens Amilo M7440G. It sounds like a hard shutdown.
