I really don't think it is.  That one seems to be about (automatically)
checking for updated drive labels.

This one is not related to changing media.

If it is a duplicate, it's more likely to be of bug #197954, except that
one is in relation to floppy drives and merely accessing them rather
than hitting rescan.

That would make it a gvfs problem.

That's a totally unrelated bug.  That one doesn't even mention the
manual "rescan" option of the CD-ROM drive's context menu, nor does it
