I can confirm this; this issue is fixed in version 1:2.28.0-0ubuntu4 (and possibly earlier) of gnome-control-center . I have this same issue. I generally only set the Run A Terminal keyboard shortcut so I dont know if this affects any of the other shortcuts, but when I set the Run A Terminal shortcut to Ctrl+Shift+Q it will get unset and revert back to disabled on a reboot or logout.
