If you have compizconf-setting-manager installed then open it up (ccsm) and 
check if the gnome Compatibility plugin is enabled.
If so then open up and ck. the binding - It doesn't have to be filled in 
(though you can do so), just not showing 'disabled'

I have checked this on my Natty install, and Ctrl+Alt+T is working by
default in every possible combination of Left and Right Ctrl and Alt +
T.

Same problem here.  I upgraded from 10.10 to 11.04, and this stopped
working.  The binding is still there. I also changed it to a different
binding, no dice.

Similar bindings still work (e.g. alt+ctrl+N)
