Actually it supports most of the AT when i tried with minicom a
communication program . but when i try with kannel it return error code 303
(means operation not permitted)

yes SE phone support AT+CNMI= command with 2,1,0,1,0^M arguments
but kannel is using AT+CNMI= command with 1,2,0,1,0^M arguments
which results in error code 303 .

I even tried to change the entries in kannel.conf still its not working .
look at the log file entries

I find it hard to believe that SE phone doesn't support AT command.
May be command or parameter is different. Have you tried checking
documentation of their developer site?
