Hi Kalkin, thanks so much for taking the time to file this feature
request and make Ubuntu better!
According to at least a few users, using --with-curlwrapers does change
behavior significantly:

I have not tested the issues outlined above, but I suspect it would
potentially cause regressions in peoples' apps that depend on wrappers
for HTTP access and expect certain behaviors.
Also I don't see a lot of good reasons to do it above, though maybe
others can chime in with enough reasons to warrant making a behavioral
change. Its early in natty's cycle, so now would be the time to give
people a chance to comment on it.
