You don't even have to go as far as defining a remote repository. You could just copy the files to your local repository and have Maven find them there. It won't try to download them after they are there. I use that trick when I need to use a bunch of jar files that my company has issued from other projects. I just created a folder called xxxcompany in .maven/repository/ directory, create a jar directory under that and then put the necessary jars in there. Then define the correct dependency stuff for them and voila, it works.
