 There are several scripts for commenting/uncommenting code.  I have
not tried any of them myself, but if NERD is not what you want, there
are others listed at

You can also use a little perl "feature":

=co

her stands the code to comment out

=back

Using POD syntax you can also easily comment out huge blocks of code.
Important is that before and after a POD command there is a blank line.

There is of course the generic way with visual-block-mode, see

:help visual.txt

Basically it involves using , highlight what you want to comment
and hit I#. Highlight the # chars and use x to delete them when
uncommenting.

Other than that "The NERD Commenter"[1] looks pretty promising, haven't
used it much yet though.
