Maybe you are not holding the side button long enough.
You can also go to Settings > General > Shutdown (at the very bottom).

Asking Siri to restart your phone is a soft reset. This is just a normal 
restart of a device, like hitting the restart button on Windows.

A hard reset forces a device to restart against it's will, such as when it's 
hung or frozen. This is equivalent to holding down the power button on a PC 
until it restarts.

A factory reset wipes your phone clean and restores it to the way it was when 
it was shipped, although I think it does end up with the latest IOS.
