It doesn't really have to be, it's not meant to be as much an app you use all 
the time but an app which keeps track of where you have been and with whom you 
have had close contact.
This way if somebody who uses the app also is found to have COVID-19, health 
authorities can check his phone and, if you had contact, reach out to alert you 
and potentially ask you to also get tested or self-isolate for 2 weeks.

It's not in the Health app.
Go into Settings and search for COVID and you'll find it, it's under Privacy > 
Health However, turning this on in itself does nothing, You would also need an 
app promoted by your government which actually stores data about where you have

into contact with and these people can then be notified and potentially will be

country like Canada, the US or most European countries would put up with being 
forced to use it.
I think you are also in Canada and, in particular, in British Columbia, aren't 
you? If so I wouldn't be too worried anyways, we are extremely lucky to be in a 
province which did a lot of stuff right. Currently there are only just over 300 
people of the just under 2,500 who tested positive who have not yet recovered 
and given our population of 5 Million that is not so bad and with basic common 
sense, physical distancing and hand hygiene chance for you to pick up COVID-19 
are pretty small.

This feature really only makes sense in countries or states/provinces where the 
government releases an official app which is used by a significant majority of 
the population.
Don't expect that you'll find an app which send you a notification telling you 
that you should get out of the way because the person who is 15 feet away and 
coming your way has COVID-19, it can never do this and is not designed to do 
this.
In the best case scenario this is designed to help health authorities to trace 
people after the fact and to warn others that they may have been exposed to 
somebody who has COVID-19.

Go into Settings and search for COVID and you'll find it, it's under Privacy > 
Health
However, turning this on in itself does nothing, You would also need an app 
promoted by your government which actually stores data about where you have 
been and with whom else you came into close contact who also has this 
technology.
Theoretically if a person tests positive for COVID-19 and has the app, 
authorities  an then check that person's app to see with whom they have come 
into contact with and these people can then be notified and potentially will be 
required to self-isolate for 14 days to make sure they did not get infected.
The issue with all of this is that you ideally need a single app for all of 
Canada or at least for your province and that at least 60% to 80% of all people 
would have to use said app for it to be really effective. This is very new 
technology, it's not at all proven how effective this could be and nobody in a 
country like Canada, the US or most European countries would put up with being 
forced to use it.
I think you are also in Canada and, in particular, in British Columbia, aren't
