With 3D touch you get one action, pike a peak or preview, with a light 
touch and then another action, like a pop or open, with a stronger

You're using split tap. I can't confirm on this one because I never used
it and because I have iPhone with 3D Touch.
Try to use standard double tap with single finger. If it's a trouble for
some reason, you can extend double tap speed in
Settings/General/Accessibility.

Try scrolling past the edit field with a three finger swipe up.
Then, flick with one finger back to the password field.
I have a sneaking suspicion that a bug is back with 9.2.1.
I've had to do that with a couple edit fields including a password field lately.

If I try to double-tap with the same finger, my phone interprets the 
gesture as double-tap and hold.
I emailed Apple Accessibility before posting to this list, but I have so 
far received no answer.
