SSO guides on the wiki refer to user.tdf FWIW. Immediately after my previous message I made the password recovery button at auth.tdf point to user.tdf. The SSO portal https://auth.documentfoundation.org is only aware of primary addresses because there is only one field for this in the SAML protocol. You need to use https://user.documentfoundation.org , like when you added the secondary address etc, review account linking information, etc. I guess I should add a redirect for the password record recovery from auth. to user.
