  This is a draft related to the [[ 
https://www.mediawiki.org/wiki/Wikimedia_Engineering/2014-15_Goals#Engineering_Community
 | Engineering Community 2014-15 annual goals ]]. Edits, comments, and 
subtasks/blockers are welcome.
  
  We want to scale up technical contributions to Wikimedia projects.
  * Outreach to groups is a way to spread our mission quicker and wider than 
with individual outreach.
  * The average quality of first time contributions can be increased by 
collaborating with experienced technical contributors.
  * Alignment of priorities and roadmaps increases the chances for these 
projects to help Wikimedia just by helping themselves.
  
  We also want to share Wikimedia's success with travel companions in the free 
knowledge movement that are important for our software stack, the diversity of 
our communities, and the long term game.
  * Small and very specialized projects have a hard time promoting their work, 
recruiting contributors, and fundraising.
  * Frequently, these problems are more accute for organizations contributing 
to the diversity of gender, class, ethnicity, geography...
  * Wikimedia needs to collaborate in technical forums and organizations where 
long term strategies are being defined.
  
  This task here can be Closed Resolved when we have ongoing collaboration at 
different levels with five relevant technical organizations, conversations 
started with five more, and a documented process to propose new organizations 
and activities. More details in the blocking tasks (to be created):
  
  * Prioritized list of technical organizations relevant to Wikimedia. Implies 
the coordination of Wikimedia teams and individual contributors active in other 
communities. Mapping the Wikimedia software stack to organizations. A process 
to maintain the list.
  * Wikimedia technical roadmap and backlog for external use.
  * How to apply for Wikimedia grants doc. Implies the question Are the 
existing Wikimedia grants programs suitable for external organizations?
  * Metrics to measure collaboration and success.
  ** Wikimedia contributions upstream and vice versa.
  ** Participation of external projects in Wikimedia events, and vice versa.
  ** Activities funded, outcomes.

One problem with this approach is that most probably there will not be projects 
only for bugs. Within a projects you will have bugs, development of new 
features, and perhaps even other tasks taking time from developers, like 
writing documentation of running a tutorial in an event.

If we really want to see only bugs in wikibugs-l, then  the only way is to 
allow reports and triages to mark bugs as such, with a tag or with a custom 
field.

If adding all the activity of projects likely to contain bugs (software 
components), then we need to have a list maintained manually. That list could 
be maintained in the extension itself. What about a special page (can 
extensions have this?) on projects could be added using type-ahead for comfort.

T1234 over a link to the old Bugzilla URL are notable:

* They will be able to hover and check the details of the task.
* In the destination task, a This was mentioned at (link back) action would 
be listed.


 So in cases where someone had referred to a particular comment on a bug, you 
 expect everyone who wants to read the comment to count down from the top of 
 the page to find it?

Well, yes. This is a complex migration that nobody else has done before, and it 
comes with a few compromises.

In some cases the absence of this link to a comment will not be a big deal 
(either because the link doesn't matter anymore or because the destination task 
is fairly simple). In some cases it might be important and non-trivial to find 
that comment. If this is the case, then someone can quote the comment and point 
to the current destination, or you can edit your own comment for good. 

We have gone through this when we moved from fab to phab. A little annoyance 
for user me saving a big headache for the developers that would have need to 
work on this problem.

enter into much details beforehand. Last year's numbers should be quite 
explanatory.
  
  Requirements to become a Wikimedia GCi mentor: (proposal)
  
  * Provide 5 easy Bugzilla reports or Phabricator tasks 
  * OR provide 1 easy clonable task (a type of task that can be repeated many 
times)
  * The tasks must include instructions or point to documentation
  * You commit to answer to students' questions and to evaluate their tasks 
within 36 hours

Google Code-in agenda will be posted on Monday! Two weeks to apply (Nov 10), 
and then organizations announced a couple of days later. 12 orgs this year (was 
10).

Coding starts on December 1. Monday after Thanksgiving holidays. 7 weeks. 

New: there will be a tag to define absolute beginner tasks. Because they found 
out that a big % of registered participants don't even dared to commit to a 
first task.

New: Quick overview to IRC (found to be a common problem among students), 
version control, being part of the community, quality over quantity. Seriously: 
quality over quantity, this is something that everybody needs to understand.

  Some strings are converted to links in comments at bugzilla.wikimedia.org. 
This is a functionality that comes out of the box in Bugzilla to mark links to 
other Bugzilla reports, ans the we have extended in order to link to i.e. 
Gerrit changes and wiki pages.
  
  These conversions can be done by a bot. We need to define which strings need 
to be converted in links.
  
  Also, we need to agree when to run the bot. Since this is a time consuming 
activity for a bot, and these links are not critical, probably the best idea is 
to reopen Phabricator after the migration with this task pending, and then let 
the bot do the changes at their own pace. Users will see the plain text first, 
then at some point the links.

OK, good catch. I don't think this is a duplication beyond the name of the 
project/component, because this project here is to organize the work of the 
team in Mingle, and the Bugzilla component is something different. The new 
project created during the Bugzilla will be called Wikimedia-Fundraising, and 
yes, some polish will need to be done when those bugs land here.

After short investigation the answer is pretty straight forward and

* Run SQL query that find and replace these characters
* Patch bugzilla so that it replace them during xml conversion

Inside Bugzilla/WebService/Server/XMLRPC.pm, in _strip_undefs, at the
end of the function (around line 250):

should do the trick but that, indeed, damages some binaries. Do we
actually want to export them? Because XML is not a good format for
exports of binary files as it doesn't allow some characters. What
about getting the out using some SQL query? Why do we even need to use
XML? Is it only way to import to phab?

You are right. I have removed the infrastructure because it is implicit in the 
goal of teams migrating (no infrastructure, no team will migrate). And then I 
have based the measure of success not in the existence of the document (which 
is just a tool) but about the effect of this tool (good collaboration between 
teams and most active individual contributors, sharing a common protocol). I 
will fine tune the measures of success at {T558}.

Removed. Not because we will not have this feature (we will have it) but 
because, again, it is a feature contributing to the actual goal of teams 
migrating to Phabricator.

Yeah, you are again right. Pushing teams to change tools because we have a 
deadline agreed with management rarely helps, and frequently creates even more 
resistance. Then again, it is reasonable to say that yes, one day WMF teams 
will be all using Phabricator instead of Trello / Mingle. A realistic and 
measurable goal in the spirit of this top priority is {T825}. This assures a 
critical mass in terms of volume of activity and diversity of teams, a trend 
with no return that the minority will end up following.

 Is this intended to be a mandate that every usage of Trello/Mingle is 
 eliminated (with the exception of FR Tech)? Or is this intended to be a goal 
 of the project to convince all the teams to abandon Trello/Mingle and flock 
 to Phabricator?

With the goal reformulated, the mandate is still there, just not tied to end of 
2014, and not needing to name any specific exceptions.

 How do non-team-specific based usages of Trello/Mingle fit into this rubric 
 (eg Scrum of Scrums which uses a matrix view to represent work dependencies 
 that can't be recreated in Phabricator)?

create the tasks required and join the minority that will stay longer out of 
Phabricator with a justified reason.

Not a goal, then. I will keep it in the ECT goals for this quarter, but we will 
play the regular game for the rest of the projects. There is a critical mass of 
code review champions that have a declared personal interest in pushing 
Phabricator in this front -- deprecating gitblit and Gerrit sooner than later. 
There is an ongoing request of one of our developer for a part-time allocation 
to this project, and others are already contributing at their own risk, on 
their own time. In fact, not being an official top priority seems to be an 
incentive for some.  :)
