In TexLive 2009 you should just need to say:

\uselanguage{czech}


If the surrounding text isn't in Czech put \begingroup before and \endgroup 
after the Czech passage, and whatever language you are using outside that 
context will retain its hyphenation patterns.  I think it's also true to say 
that any exceptions you have loaded with \hyphenation will not be affected.

(But the Miktex references in your report suggest that you may not quite be 
using plain XeTeX:  I simply go the command prompt and type

xetex myfile

to produce a PDF.)

  I’ve been trying to find how to input Czech hyphenation in plain XeTeX. 

  When I run my file bez_nazvu-1.tex:

Could you try it with the \fontspec line in the preamble and not  
inside the proper document text?

Well you are using the french language (\usepackage[french]{babel})
so naturally it will not use tamil hyphenation. Try
\hyphenrules{tamil} at the start of the document (after
\begin{document}) or \begin{hyphenrule}{tamil} ...
\end{hyphenrules}} if you want the hyphenation only for some parts
of your document.

You should also consider to use \usepackage[french]{polyglossia}
instead of babel.

This don't tell much, you need to build xetex with debug symbols (no

What about if you scramble the content (ie, replace all words with 
abcdefg... strings of equal length) with a quick 
perl/php/python/whathaveyou script?
