Sounds to me like he is wanting his mail server to try to deliver the email to other servers itself, but that if it cannot for any particular email, to send it to a different KNOWN server for them to try. The reasoning may be that he is blocked by some mail servers because he is on a dynamic IP or blacklisted IP block... and the other server may not be. Anyhow... just my observation...
