Title:
  Join multiple criteria together

Status in OpenStack Image Registry and Delivery Service (Glance):
  In Progress
Status in OpenStack Identity (Keystone):
  Won't Fix

Bug description:
SQLAlchemy supports to join multiple criteria together, this is
provided to build the query statements when there is multiple
filtering criterion instead of constructing query statement one by
one, just *assume* SQLAlchemy prefer to use it in this way, and the
code looks more clean after refactoring.
