The secedit.sdb file gets recreated when you reboot the system. No need to
go the manual route.

Try deleting the secedit.sdb file and then reboot the system. We have had
to do this in the past. It is located in the C:\winnt\security\database
directory.

By chance is this an XP machine ?? If so try gpupdate.exe instead of
secedit /refreshpolicy, see gpupdate /? for help...
