There is a change pitch or tempo submenu in effects in audacity. From there,
you can select tempo. There are a variety of different options available and
ways to do it. I just tested it using the high quality tempo change setting
and, the result is pretty good; much better than with VLC's

There is certainly an effect in audacity that will do what you want. I can't
remember the name of it but can take a look.
You may not be totally pleased with the results. This sort of thing involves
stretching of samples and there is pretty obvious artefacting, although I
guess not everyone can
