In a custom AR 8.1 environment (well we still have Help Desk 6) I was able
to schedule a web report. I should receive it in about 20 minutes if
everything goes well.

"planning" icon, can plan and schedule a web report (using mid-tier).
According to the documentation, you kinda can do the same thing using the forms
directly:

cannot schedule or publish
AR System type reports.
