I think your regex thought was probably good. If you don't need to keep
any style or class on them, the easiest thing would be to find the whole
anchor, grab the url, and replace the whole shebang with the url
inserted into a preformatted anchor tag.

HAH! Turns out that the simplest solution to this issue was plain old
manpower. There was a small enough amount of these that we just trned our
support dept loose on it, and had them change each link manually.
