Sounds like a "Y" console cable for a 75XX router with redundant RSPs.

I have used a Y cable for the WAN probe for watching my frame relay
connections. Its possible its for that.

That's what it is, used for connecting to dual RSP cards, though the
one I have in the lab doesn't have that number on it the description is
otherwise the same.
