I've found some info on the previous bug about this problem.
The previous bug in Debian 11 was 993154, submitted about 28 August
2021.

SuggestionI upgraded libcpupower1 at the same time. Clockspeed?I
rolled back the kernel but not libcpupower1 on one machine and it
doesn't exhibit he bug.
