The new version of Test::More loads the Test::Builder::Module, which is
not present in the old version under inc/ at all, so the system one gets
picked instead. The other Test::Builder modules are loaded from inc/,
triggering the incompatibility.
It's reproducible with just

So, as a further data point, could you please try with upstream 5.14.4,
compiled with at least -Dusethreads -Duse64bitint -Duselargefiles, and
maybe also the gcc flags from dpkg-buildflags ? (See debian/config.debian
