The migration of our package mosquitto is blocked by failing
autopkgtests of the depending package node-mqtt on s390x (See [1]). I
have reported this as a bug for the failing depending package [2].
We are facing two issues with this:

DEP-14 states under "About repacked upstream sources" that files that
are removed from repacked sources should not be in the upstream
branches.
This does however create modify/delete conflicts when upstream modifies
the removed files. Is there a smart way to handle this?

This turned out to be a non-issue. vzlogger creates a system user. So
this only affects the projects backport to buster.
