After adding a CD-ROM with `apt-cdrom', running `apt-get update' will be
enough? Or should I also run `apt-get dist-upgrade' as a third step?
I couldn't find an answer in the Debian documentation.

Yes, if you get the packages via http (or ftp?). If you have the .deb
files, then you use dpkg (eg: dpkg -i package.deb).

I just put Slink on a new machine and am having problems adding users.
I want to add a user so that they /home/username as their home directory and
so that they can receive mail.
What is the command to set up a normal user? Is it useradd -m username?
This doesn't seem to set ip a mail

You can either download the floppies, and install the base system, and
then ftp the rest over.

It's a distribution, yes. It's different than Slackware and Redhat of
course, but it is a distribution.
The basic difference IMO, is that Debian has a better package
installation/maintainance
