Oddly enough, I had this bug 2 days ago but after having updated my oneiric
system it is now working fine.
My case is an Ubuntu system with "Dvorak, international variant, no dead keys"

As a work-around to your issue, you can type the following command in a
terminal:
sudo rm /usr/share/icons/gnome/.icon-theme.cache
