The situation still exists on my Ubuntu 9.10 with gedit 2.28.0.
But I found a workaround. Try the following:
>From Menu Tools>Manage Sinppets... Click "import snippets" button. You
should be able to select the file and import it.

I have the same problem. I use Ubuntu 8.10 and gedit 2.24.2.
