Had used Here and Google Maps to check this, but this problem was fixed
by the r22 upgrade release this week. The phone grab the right position
without GPS now.
So this bug can be closed as solved if no one else will respond to it.

Which app do you use to check on your location? Please rely on either
Google Maps or the Here app for testing purposes as OSMTouch falls back
to geoip-based positioning if it couldn't receive a fix within a timeout
period.
