You are right, I only see it with the ubuntu-dock extension enabled, and
auto-hide turned on. But this only happens in VMs. My 22.04 host has
auto-hide on (I tried all 3 locations for the dock with no behavior
change) and I'm able to arrow over to the Activities icons with no
problem. So is there s
I can't reproduce the bug in Wayland or Xorg sessions on a fresh install
of jammy. But it does occur after dock auto-hide is enabled (bug
1979096).

If auto-hide is enabled then it would be bug 1979096. Otherwise please
try disabling shell extensions and see how many you need to disable
before the bug goes away. Bug 1969598 also comes to mind.

(v6.2+dfsg-2ubuntu6.3) under the hood.
