I've been able to get a workaround for this issue.
I was using compiz(Unity) on my Ubuntu 18.04.
While GNOME seems to be fine, it looks like compiz is causing a race-condition
with another process.
A workaround is to delay compiz launch for a few seconds.

I'm using Ubuntu 18.4 (just installed) on a ThinkPad T470. While trying
to install the full texlive I got some error messages and was eventually
asked to run the following:
michael@michael-ThinkPad-T470:~$ sudo apt --fix-broken install
[sudo] password for michael:

Also worth noting: Keyboard navigation of the window menu is still
possible, just slower:
1. Alt+Space
2. Up/Down arrows
3. Enter
