makes me wonder if I should just have lightdm.conf sleep 1 or 2 seconds.
Apparently it comes up before consolekit can run, and then times out for
an insane 20 seconds before trying again?

I can confirm this blocking time out. It does not happen on every boot
though. So it might be some kind of race condition caused by upgrading
to 13.04.
Running dbus in debug mode would be the next step to solve this mystery
I guess.

In my case this happens at every boot. I upgraded to Raring last week.
The boot behaves as normal, but instead of showing the login screen
there is a pause of about 20 sec.

This is what I get in syslog after the reboot. I stopped XBMC and then made a
reboot.
The delay between spin down of the fans and presentation of the login screen
was about 20 sec.
