It works fine here.
I haven't updated lightdm since f38 release so I doubt the is
only getting this:

Seems missing a greeter package, i do not have a fc38 machine, could you
try:
dnf in lightdm-gtk
and test again?

Might be a shot into the dark,
but I had this problem a few times, when I had lightdm installed, but
not the X-server.
For example on my laptop, I have following packages present:
# rpm -qa | grep -i Xorg
xorg-x11-xauth-1.1.2-2.fc37.x86_64
xorg-x11-xbitmaps-1.1.2-2.fc37.noarch
xorg-x11-xinit-1.4.0
