The answer is yes just like not doing HF doesn't preclude you from
holding an ARRL position.
manager is not listed on either list and I would
bet he uses LOTW. According to QRZ.com Barry J. Shelley, N1VXY is a
Technician Class licensee so I would say he would probably have no reason
to use LOTW.
