I'm having a similar problem with the filter set to 'all', yet articulations
don't retain their position, but revert to the default.

Christopher, I can confirm. I re-created the problem starting with a
document without libraries. I am also on 10.3.9, Finale 2006c. Your
instructions are perfectly clear.
One extra detail: I note that if there is a partial measure selection
(sometimes it looks as if whole measures are selected

I have followed your instructions, and I can reproduce the exact
buggy behavior you described.
The people at MakeMusic probably just don't want to acknowledge the
problem, but I don't know why.

Create a score that has at least six staves. Enter music in the first
measure of staff 4, add articulations and note expressions, then copy
