[fossil-users] leaves which i cannot close?

Hi, all! i am seeing a strange phenomenon: http://fossil.wanderinghorse.net/repos/whio/index.cgi/leaves that page shows shows one leaf. When i run it locally using fossil ui, i see 3. For two of those, when i go to the 'edit' page for the leaf i am _not_ offered the "close leaf" option. i am onl
