off the application.xml

obviously, el-api.jar is missing. It's located in the lib/ folder of your SEAM
distribution.
Make sure the jar file gets deployed by ant (build.xml). el-api.jar and all the
other libs have to be in the WEB-INF/lib/ directory at deploy time.

That page looks horrendously out of date for Seam 1.2. Best to follow chapter
2 of the ref doc and use seam-gen.
