I moved on to Fedora 27. The bug is present in Fedora 27 as well. It was
not present in Fedora 26. It's the same story with Ubuntuthrough bug
was not there in 17.04 but showed up in 17.10.
So, maybe it's a Gnome bug
I'm waiting for 18.04 final release before testing Ubuntu waters again.

I noticed that putting the laptop to sleep, then restoring it from sleep
makes the touchscreen work.
I also noticed the same problem in Fedora 27 but not 26.
Could this be a Gnome bug?

Touchscreen does not work after installing OS from live USB. It did not work on
USB either. There is zero touchscreen functionality.
Workaroud: Must put computer to sleep, and then wake from sleep for
touchscreen to work.
