As long as the kernel stub does not invoke the SNP protocol itself it is
safe for GRUB to assume that it is still in a good state when reaching
the Load File2 protocol call.
I am not aware of any requirement in the UEFI specification to leave the
network adapter in a specific state on ExitBootServ
As the log below shows grub_net_fini_hw() is called before entering the
kernel and before the LoadFile2 protocol is executed:

Excessive size of kernel modules on RISC-V - modul
If I compile Linux v5.15.26 with RISC-V defconfig + CONFIG_SATA_MV=y,
I get a drivers/ata/sata_mv.ko with 103960 bytes.
With additionally CONFIG_MODULE_SIG=y after make modules_install: 104673
bytes.
So the problems seems not to exist in upstream.

vmlinuz-5.11.0-1014-generic and vmlinuz-5.13.0-1002-generic are not
signed via sbsign.
Please, adjust the RISC-V build system to sign new kernels.
