There are 2 usable configurations in 12d1:15c1, cfg#2 which is cdc_ether and cfg#3 which is cdc_mbim , usb_modeswitch will select the linux preferred mbim configuration if mbim drivers are present in the kernel. This is by design and not a bug. A user who prefers cdc_ether can disable the the
