Read Brian's instructions again. You didn't go to the right place.
View - Master Lists - To Do Categories then Options button then Import ...
NOT File - Import.

Just a suggestion, but as you said that you are just getting into version 9
- have you activated the Deluxe version - perhaps the To-Do Category List
is only available in the Deluxe version - just thinking outside the box

Go to View > Master Lists > To-Do Category
If that list is empty you have a problem with your installation.
Click Options > Import
Click on To-Do Category List to put a check mark in the box.
Click the Import Defaults
That should repopulate your categories.

If you do not like one of those or if you want to add one of your own
you can use the Add button to create your own category.
