Base enablement patch to register performance monitoring
hardware support for Power11. Most of fields are copied
from power10_pmu struct for power11_pmu struct.

nmi_enter()/nmi_exit() touches per cpu variables which can lead to kernel

placing it into read-only memory which can not be modified at runtime.
