Apps now are more managed from with in the app store app on the IOS devices.

I believe that she is simply hoping to manage apps through iTunes or its
replacement. In either case, this is no longer an option. The older mobile
apps may still reside in the Mobile Apps folder in the iTunes Media folder, but
there is no longer facility to manage apps from within iTunes
Are you talking about running IOS apps on a Mac computer? If so, that is not
possible. With the latest version of Swift, there is a way to convert iPad
apps to Mac OS, but the developer has to choose to do that.
