I know for the recipient it rings both phones. Both my parents have
iPhones on one AppleID so when I use FaceTime to call them both of their
phones ring and I get whichever one answers first.

Just an FYI, iPhone cellular calls is checked by default both on FaceTime for
OS X and FaceTime for iOS.
