Does it have a cycling switch? On a car that switches on and off wouldn’t that
be either low on Freon (or too high pressure)? Maybe it works similarly.

compressor kicks in for about 3 seconds, then shuts off, 30-45 seconds
later, same it starts again for about 2-3 seconds then quit. I got up
