I made a few tests to lower the size of the maps.
Comparison is made to my standard map which is based on the styles example in
mkgmap but extended a bit for my purposes. This has 100 % size.
There are 4 levels, 24 is the most detailed resolution.

better or worse than before. I'd never suggest anyone tried use it to
fix coastline errors and I think it should be removed.

water were always converted to islands (there was no option as to whether
this happened).

thanks for the patch. I am not sure if I like the part for coastlines. I'm not
100% sure but I think the tag natural=coastline is really just removed before
the OSM way is processed by the style rules. A way with more than a
natural=coastline tag is still processed. That's very differ
