What’s wrong with the \blank command?
\setuphead
[subject]
[before={\blank[2*big]},
after={\blank[big]},
before={\blank[26pt]},
after={\blank[13pt]}
Nothing wrong - everithing in best order. I didn't know that
it's possible to use sizes with \blank.
